The situation

What has happened

Bluewater Kestrel needs 1,800 litres of diesel before Monday's buoy job and the 500 hour service that follows. The fuel wharf at the marina was the site of a two litre diesel spill on 5 September when a visiting vessel's tank vented, and the Fleet Engineering Manager has made it clear there is no tolerance for a repeat. Kestrel has two tanks of 1,500 litres each; the soundings show 420 litres in port and 380 litres in starboard. The fuel wharf staff will operate the dispenser while you are in charge of the vessel side of the transfer. The marina office must be called on the radio before the transfer starts.

What to look for

Evidence guide

The ullage calculation must be correct and must show the student would not take the full 1,800 litres if that breaches the 10 per cent margin. Check that every preparation item is in place before the transfer, that the watch at the fill point is continuous, and that the records match the quantities. Any spill must be reported, not hidden.
